NameCheap - Review
One of the better cheap domain registrars with a clean interface and $8.88 registrations, transfers, and renewals. 

RegisterFly - Review
Offers domain registrations for $9.99, renewals for $8.99, and constant transfer specials. 

GoDaddy - Review
Currently offers a plethora of products and services such as $8.95 registrations, $7.95 transfers, and $18.95 domain back orders. 

DNDepot.com 
Domain reseller that offers cheap domain registrations without too many ads. Provides .com registrations for only $7.95 and backorders for $18.95. 

PowerPipe - Review
One of the cheaper domain registrars on the Internet with straight $7.99 transactions. As mentioned in the review, this one has a wacky domain management system.  

DomainSite
Charges $7.77 per transaction and now accepts PayPal payments. 

Dotster
At the high end of domain registrars, Dotster charges $14.95 for registrations. However, the upside of doing business with Dotster is that its also where most names caught by Namewinner (a backorder company) are held.  

Discount Domains
Charges 10 British pounds per year for .coms, .nets, and .orgs.  

Web.com
You have to go though a few pages of other offers like search engine submissions and hosting, but Web.com charges just $6.95 per domain name.
